CFA Societies Canada welcomes the Government of Ontario\u2019s commitment to join the Canadian Securities Administrators\u2019 passport system, a significant and long-awaited step toward more harmonized and efficient Canadian capital markets.<\/p>\n\n\n\n

Ontario was the only remaining province or territory outside the passport system. The passport system allows businesses and market participants operating across Canada to work primarily with one principal securities regulator for key matters such as registration, prospectus reviews and applications for regulatory exemptions. Ontario joining the passport system creates the opportunity for a far more harmonized national securities regulatory system, through the immediate benefits of eliminating duplicated regulatory reviews, but also through the potential for more ambitious features of a harmonized national system such as the elimination of local-only rules and reporting, fee harmonization\/interchange, and the development of national centers of expertise for more efficient regulation. Over time, we believe this has the potential to develop many of the benefits of a would-be national securities regulator, but without the jurisdictional, bureaucratic, and political battles associated with those past efforts.<\/p>\n\n\n\n

CFA Societies Canada co-led a coalition response to the news: Canada’s investment industry and business community welcome Ontario’s commitment to join regulatory passport system.<\/a><\/p>\n\n\n\n

The announcement follows years of sustained and increasingly vocal advocacy from CFA Societies Canada and many professional, industry, and business community stakeholders. CFA Societies Canada recently worked with the Ontario Chamber of Commerce on an internal trade summit and capital markets roundtable, where the headline recommendation was that Ontario join the passport system (this was sent to governments just days ahead of the announcement). And in March 2026, CFA Societies Canada and the Portfolio Management Association of Canada submitted a joint letter<\/a> urging Ontario to join the passport system as a practical way to reduce internal trade barriers and strengthen Canada\u2019s economic integration.<\/p>\n\n\n\n

Attention will now turn to implementation. CFA Societies Canada looks forward to working with governments, regulators and industry stakeholders to help ensure Ontario\u2019s participation comes without delay, and delivers a genuinely streamlined principal-regulator experience and supports a more integrated, competitive and accessible Canadian capital market.<\/p>\n\n\n\n

As we kick off our new operating year, this epochal development (at least in Canadian securities regulation) is cause for energy and optimism for the state of the Canadian capital markets and investment ecosystem, and also for the reduction of interprovincial trade barriers and the enablement of the broader Canadian economy. It\u2019s advocacy in action, and will be cause for us to redouble our efforts.<\/p>\n\n\n\n
