R\u00e9sum\u00e9 de la lettre :<\/h2>\n\n\n\n

L\u2019Organisme canadien de r\u00e9glementation des investissements (OCRI<\/strong>) propose de soutenir et de clarifier le cadre de r\u00e9glementation de la vente \u00e0 d\u00e9couvert aux termes des R\u00e8gles universelles d\u2019int\u00e9grit\u00e9 du march\u00e9 (RUIM<\/strong>) par :<\/p>\n\n\n\n

    \n
  • l\u2019ajout du paragraphe 3.3 aux RUIM, qui constitue une nouvelle obligation d\u2019avoir, avant la saisie de tout ordre dont l\u2019ex\u00e9cution entra\u00eenerait une vente \u00e0 d\u00e9couvert, une attente raisonnable de pouvoir r\u00e9gler la transaction \u00e0 la date de r\u00e8glement;<\/li>\n\n\n\n
  • l\u2019ajout d\u2019obligations de supervision et d\u2019obligations de veiller aux int\u00e9r\u00eats du client relativement \u00e0 l\u2019obligation propos\u00e9e au paragraphe 3.3;<\/li>\n\n\n\n
  • le regroupement en un m\u00eame endroit dans les RUIM d\u2019autres dispositions, d\u00e9j\u00e0 en vigueur, concernant la vente \u00e0 d\u00e9couvert (projet de modification<\/strong>).<\/li>\n<\/ul>\n\n\n\n

    Le CAC soutient la consultation car l’exigence d’\u00e9tablir une attente raisonnable pour r\u00e9gler une vente \u00e0 d\u00e9couvert est une r\u00e9ponse appropri\u00e9e et cibl\u00e9e, et n’imposera pas une charge inutile au secteur ou ne d\u00e9couragera pas la vente \u00e0 d\u00e9couvert en g\u00e9n\u00e9ral.<\/p>\n\n\n\n

    Bien que le recours \u00e0 des listes faciles \u00e0 emprunter permette de mieux garantir une localisation ad\u00e9quate des titres et puisse r\u00e9duire le nombre de transactions \u00e9chou\u00e9es, \u00e9tant donn\u00e9 que la vente \u00e0 d\u00e9couvert est essentielle pour favoriser l’efficacit\u00e9 des march\u00e9s et la promotion de la d\u00e9couverte des prix et de la liquidit\u00e9, nous insistons sur le fait que toute r\u00e9glementation dans ce domaine devrait faire l’objet d’examens continus fond\u00e9s sur des donn\u00e9es.<\/p>\n","protected":false},"excerpt":{"rendered":"
